For Windows 10 users, the best tool to create a system repair is the built-in tool called "Recovery Drive" or "Media Creation Tool". This tool allows you to create a USB drive or CD/DVD that can be used to repair or reinstall Windows 10 in case of any issues. It's a convenient and reliable option that's available directly within the operating system.
The system repair disc can be used to troubleshoot issues on multiple PCs running the same Windows version, whereas the USB-based recovery drive is specific to the PC used to create it.
Besides the Windows 10 built-in utility, there's a free third-party tool that can help you create a system repair disk in an easy way, available for all Windows versions, including Windows 10/8.1/8/7/XP, and supporting both CD/DVD disc and USB flash drive.
