Offline installation

I have been trying to find an answer to the question of whether the software can be fully downloaded to a USB flash drive and then installed on a PC which is offline. The PC has major partition issues and I am anxious to use the software to resolve those issues before reconnecting to the Internet, as I know I will get lots of update messages from Microsoft to update Windows 8.1 Pro. The help document addresses what to do about offline activation, but nothing about offline installation, so I suggest a revision to address that issue. Thank you.
